REDUCING SCHOOL DROPOUT RATES & PROVIDING FULL ACCESS TO EDUCATION AT ALL LEVELS

[New Education Policy (NEP) 2020]

One of the main objectives of the schooling system of India is to guarantee that children are enrolled in school and they are attending the school with higher percentage of attendance in their class.

Through programs such as:

  • the SARVA SHIKSHA ABHIYAN (now the SAMAGRA SHIKSHA); and
  • the RIGHT TO EDUCATION Act,

India has created outstanding steps in recent years in getting near-universal enrolment in elementary education. Still, the statistics for higher classes, that is, from Class-6 to Class-12, shows a serious matter in retaining students in these classes in our schooling system.

Let us consider Gross Enrolment Ratio (GER). GER denotes “enrolment as a percent of the population of corresponding age group”.

This table indicates that, there is a decline in GER in school education in India as students move to higher classes. Thus, it directly indicates a large dropout of students from the schooling system.

Let us now consider the statistics given by National Sample Survey Office (NSSO). As per the 75th round household survey by NSSO in 2017-18, the number of OUT-OF-SCHOOL-STUDENTS in the age group of 6 to 17 years is 3.22 crore.

Thus, the sound educators of “The Class of One” are giving their favors to NEP-2020:

  1. To set a Top Priority to bring these children back into the educational fold as early as possible; and
  2. To prevent further students from dropping-out, with a goal to achieve 100% GER in Pre-school to Secondary Level by year 2030.

Multiple national efforts will be made to ensure universal access and afford opportunity to all children of our country to obtain quality holistic education, including vocational education, from Pre-school to Class-12.

In all respects, the entire team of “The Class of One” is ready to provide its complete full-on dedication to take part in this national effort – by reaching maximum number of OUT-OF-SCHOOL-STUDENTS to teach them in virtual mode. In fact, we have already started doing work for the same.

TWO MAIN STEPS:


There are two main steps that will be started to move school students who have dropped-out back-to-school and to stop further school students from dropping-out from their school.

Step1: To provide better-to-best School Infrastructure so that all students have access to safe and engaging school education at all levels, that is, from Pre-primary school to Class-12.

Step2: To achieve better-to-best Participation in school by carefully tracking students, as well as their learning levels, in order to ensure that they:

  • are enrolled-in and attending classes in school, and
  • have suitable opportunities to catch-up and re-enter school in case they have fallen behind or dropped-out.

Further Action: Once infrastructure and participation are in place, ensuring Quality will be the key in retention of school students, so that they do not lose interest in attending classes at their school.

INCREASING THE SCOPE OF SCHOOL EDUCATION:


To facilitate learning for all school students, the scope of school education will be increased.

Role of National Institute of Open Schooling(NIOS): Open and Distance Learning (ODL) Programs offered by the NIOS and State Open Schools will be expanded and strengthened for meeting the learning needs of school students in India who are not able to attend a physical school. The online school “The Class of One” was started to take part in the same positive vision of Government of India. We believe, our dedicated educators will play an important role in it.

Up-coming Programs that will be offered by NIOS: As per NEP-2020, NIOS and State Open Schools will offer the following programs in addition to the present programs:

State Institutes of Open Schooling (SIOS): States will be encouraged to establish SIOS to develop the program (mentioned in table) in regional languages.

Alternative Models of School Education: To make it easier for both governments as well as non-governmental organizations to build schools, and to allow alternative models of education, the requirements for schools will be made less restrictive. We believe that alternative models of school education in India can be an Online School, such as “The Class of One”.
